When goods or equipment are no longer required, the University ensures that they are reallocated, sold, donated, or disposed of in a manner that upholds public accountability and supports the efficient use of institutional resources.
Surplus of Goods and Disposal of Assets
Purpose and Scope
Ensures fair, transparent, and accountable disposal of surplus goods and equipment.
Applies to all University departments, schools, and research units.
Definitions
Surplus Equipment: Functional equipment no longer required by the originating department; reallocation within the University is prioritized.
Obsolete Equipment: Outdated but functional items that may or may not hold market value.
Scrap Equipment: Items with no functional value to the University but may have external value.
Tri-Council Grant Equipment: Disposal proceeds must support related research activities; departments must coordinate with the Office of Research Services.
Disposal Methods
Trade-in toward new purchases.
Transfer to another University department.
Open Public Bidding.
Storage for potential future internal use.
Scrap disposal.
Direction from the Office of Procurement and Contracts where appropriate.
Open Public Bidding
Office of Procurement and Contracts distributes the Sale of Surplus of Goods Form to all departments.
Selling department and Office of Procurement and Contracts jointly determine the minimum acceptable bid.
Bids are opened on the designated date on public surplus goods selling platform.
All items are sold AS-IS, WHERE-IS, WITHOUT WARRANTY.
Successful Bid Procedure
Receipt must be presented to the selling department when retrieving the item; the receipt authorizes removal from University premises.
Proceeds are deposited into the appropriate departmental or research account.
Donations
With approval from the Office of Procurement and Contracts and the item owner, scrap or obsolete items valued under $250 may be donated to publicly funded or volunteer organizations.
