Jean-Pierre (Jay), Board Chair

Proud Laurentian alum Jean-Pierre (Jay) Barbeau was born in Espanola and raised in Sudbury. Jay holds an Honours Bachelor of Commerce Degree from Laurentian, a Master’s Certificate in Municipal Management from the Schulich School of Business at York University, and a Post Graduate Certificate in International Trade at Carleton University.

With more than 30 years of management experience, Jay enjoyed a distinguished career in senior municipal leadership, including 22 years as Chief Administrative Officer for the Municipality of West Nipissing. Prior to joining West Nipissing, he held senior leadership positions as Director of Community Development with the Town of Rayside-Balfour and Director of Business Development at Cambrian College.

As Chief Administrative Officer, Jay provided strategic leadership and advice to Council and oversaw the delivery of municipal services to more than 14,500 residents. He led a team of more than 250 employees and was responsible for providing organizational direction, advancing quality assurance and corporate priorities, and fostering a collaborative workplace environment. His leadership was characterized by empowering and encouraging staff to strive for excellence in service delivery.

Jay brings extensive knowledge and experience in public-sector governance, policy development, strategic planning, human resources, labour relations, accounting and finance, and operations management. His extensive municipal leadership experience and understanding of public-sector governance provide a strong foundation for his service on the Laurentian University Board of Governors.
