Responsibilities
Reporting to the Vice-President, Finance and Administration and working closely with the external Transformation Program Consultant, the Lead Transformation Officer will oversee the implementation of the Transformation Plan and ensure the respective transformation projects are delivered as per the approved Plan, budgets and timelines. The primary duties of the role are to oversee staff and consultants involved in the execution of approved projects, coordinate with various areas and departments, and key stakeholders. The Lead Transformation Officer ensures that project schedules are prepared and tasks are assigned to ensure that all deliverables are achieved on schedule and on budget. The Lead Transformation Officer will also be responsible for the implementation of best practices in project management for the implementation of continuous improvement practices.
The Lead Transformation Officer works closely with Laurentian’s Executive Team, consultants, labour partners and key internal/external stakeholders, to facilitate projects planning and delivery implementation, as well as, identify the required change management plans and tactical strategies.
This position is responsible for leveraging industry trends and leading practices related to project and change management, and will foster a culture of innovation, creativity, collaboration, and teamwork within the University, encouraging the implementation of new ideas and processes, breaking down silos and encouraging cross-functional partnerships.
- Establish and oversee the work of the Transformation Implementation Office (TIO) staff and consultants assigned to deliver on the transformation priorities, and will set the foundation for the implementation of continuous improvement practices;
- Facilitate the intake process for possible new projects from senior leaders, transformation teams, and external consultants;
- Design, direct, implement and disseminate objectives and operational strategies;
- Lead the implementation of a broad, coordinated set of plans and programs to meet the priorities of the Transformation Plan and continuous improvement initiatives aligned with the Strategic Plan goals;
- Prioritize transformation related projects based on available resources, and provide the tools, approach and guidance to initiate the planning of projects to be prioritized;
- Manage teams across departments to achieve project goals and deliverables;
- Monitor progress against transformation objectives and take corrective action when necessary;
- Oversees the implementation of the Transformation Program and project tracking/reporting, and establishes baselines and reports on multi-year key performance indicators (KPIs);
- Coach, mentor, motivate and supervise project team members, and support them to positive action and accountability for their assigned tasks;
- Develop performance reports and metrics to measure the effectiveness of the restructuring initiatives;
- Drive pace, remove roadblocks, manage dependencies, and solve issues between work streams;
- Maintain close communication with the President, Vice-Presidents and Associate Vice-Presidents, and with the Transformation Consulting Group, to apprise them of progress, competing priorities and time frames;
- Facilitate and inform the Vice-President Finance and Administration and Senior Leadership Team on project implementation issues, including resourcing availability;
- Resolve cross-program issues and strategic issues with senior leaders;
- Work with key participants (stakeholders) to identify and mitigate risks associated with transformation initiatives;
- Maintains regular and transparent communications with all stakeholders on program status by overseeing communications, holding regular meetings and sending status reports which provide a clear view of program status;
- Develop and manage related budget and expenditures related to transformation initiatives, ensuring that resources are allocated effectively and efficiently;
- Provide expertise and consulting to colleagues and staff in the process of project management and in the softer skills of team dynamics, team building and group motivation;

- Perform other duties directly related to this position, as assigned.
Qualifications
- Undergraduate degree in Economics, Business/Public Administration, Commerce or related field. MBA or master of Public Administration would be an asset;
- Project Management Certification (PMP) required;
- More than 5 years of experience in leading large complex projects in public organizations (post-secondary preferred). Experience leading transformation projects would be considered an asset;
- Leadership and Effective Communication skills - must effectively lead and communicate with the teams, as well as stakeholders throughout the entire lifecycle of a project;
- Organization and Time Management skills - must handle the organization and delegation of tasks and ensure that all projects and deliverables are completed on time;
- Creative Problem Solving and Adaptability skills - must understand how to resolve issues and adapt their projects creatively to avoid mishaps and losses;
- Motivation and Team Management skills - must ensure their stakeholders and team members stay motivated throughout the project’s lifecycle;
- Demonstrated abilities to use project management tools such as Agile, and continuous improvement models (e.g., Lean, Six Sigma, ITIL, PROSCI); and
- Ability to work fluently, verbaland written, in both official languages (French/English) preferred.
The official University hours of operation shall be from 9:00 a.m. to 4:30 p.m., Monday through Friday, during, and including, the months from September to April, and from 8:30 a.m. to 4:00 p.m Monday through Friday during and including May to August., amounting to thirty-three and three-quarter (33.75) hours per week.
