Responsibilities
The Director, Institutional Planning and Analysis, plays a leading role in the university’s planning, decision-making and policy formulation processes by providing professional leadership to. This position is responsible for designing, planning, implementing and evaluating data-driven and data-informed systems that support strategic initiatives, including integrated planning and budgeting, enrollment modelling and management. It provides expertise in compliance and accountability reporting to help fulfil the university’s obligations. The role advises senior management (ET, Deans, Department Chairs, etc.) through the management of enterprise-wide data and analysis and has responsibilities that span both the administrative and academic sides of the university, which include such diverse areas as financial planning, forecasting key performance metrics and benchmarking.
- Integrate strategic, financial and operational information in a way that supports management processes and decision-making at various levels of the organization;
- Ensure the provision of information to key units and governing committees for the development and maintenance of integrated, multi-year planning tools that support the alignment of resource allocation decisions and the priorities of the University;
- Participate in annual budget setting exercises by providing expert knowledge of modelling and forecasting and the Ontario higher education funding framework, including undergraduate and graduate enrolment planning, tuition fees, ancillary fees and provincial budget;
- Facilitate annual enrolment target-setting activities and corresponding resource planning efforts to ensure integrated planning between both the academic and administrative functions;
- Gathering data from existing data sources that are relevant to planning decisions involving organizational structure, staffing levels, and the deployment of financial and human resources;
- Provide analysis and forecasting information on key financial and academic drivers, assistance in the preparation and evaluation of business plan strategies and funding initiatives to support integrated planning among units across the university;
- Provide support, appropriate information, analysis, insights into provincial initiatives and expertise to the President, Provost, Vice Presidents and senior academic and administrative personnel with the goal to support the planning, policy formation and decision-making activities of the University;
- Support initiatives related to facilitating strategic planning and sustaining change at the university;
- Develop, analyze, interpret and provide strategic advice on significant developments and/or trends in public policy that may affect the university sector;
- Design, develop, and maintain planning models for a wide variety of applications. Track data trends and KPIs/metrics to assess the current situation and forecast future outcomes of various decision paths;
- Supports and participates in institutional committees and initiatives related to institutional quality assurance and effectiveness. This includes supporting Deans, Faculty units and other senior leaders with initiatives that contribute to building a culture of quality enhancement and continuous program improvement in both academic and non-academic areas of the university;
- Lead and participate in the University’s participation and collaboration on peer studies and benchmarking initiatives. This includes activities to develop a reliable set of comparative benchmarking data and information that supports the evaluation of University effectiveness;
- Make recommendations regarding opportunities to increase effectiveness, improve outcomes, enhance revenues or reduce university costs;
- Communicate emerging issues arising from the data to stakeholders in a timely manner for effective planning and institutional decision-making;
- Maintain relationships with internal stakeholders to understand their issues and concerns that could be addressed through information and planning processes;
- Provide timely and accurate analysis of institutional data, statistics, and complex/ technical information in a format that is readily comprehensible to the stakeholders and suitable for their use. Responsible for responding directly or indirectly to information requests from various organizations and the media;
- Represent the university and participate in external working groups and committees (ex: Council of Ontario Universities, Statistics Canada, and Ministry of Colleges and Universities);
- Provide information to the Governance bodies of the university including the Board of Governors, Senate and their committees. Responsible for responding directly or indirectly to information requests from various organizations and the media;
- Ensure a core understanding and ability to translate, interpret and apply government, institutional and other stakeholder policies and directives, including but not limited to registration, funding, tuition fee and other legislative and policy reporting requirements;
- Ensure office compliance with the Freedom of Information and Protection of Privacy Act;
- Work with highly confidential information of a sensitive nature with potential legal and regulatory and implications;
- Coordinate and oversee the creation of the institutional Strategic Mandate Agreements (SMAs) and other funding agreements through annual evaluation processes, compliance reporting and performance metric calculations and monitoring. This includes acting as a representative of the university and liaising with various government and funding officials; and
- Perform other duties as assigned.
Qualifications
- Minimum Undergraduate degree in a related field like Public Administration, Business or other fields with a focus on data management, financial analysis, and information technology;
- May also include educational credentials consistent with holding a senior position in a university preferred (ex., Certificates in Higher Education Learning, Leadership, or Data and Statistic or Project Management);
- Advanced or Graduate degree preferred;
- Ten years of relevant experience in planning and data analysis;
- Minimum of five years of experience in a supervisory role;
- Prior experience in a senior-level management position;
- Knowledge of the post-secondary education system gained through positions in government, universities or relevant private-sector organizations;
- Advanced knowledge of statistics and statistical analysis, forecasting and proven financial, budgeting and general business acumen;
- Knowledge of the post-secondary education system gained through positions in government, universities or relevant private/public-sector organizations;
- Advanced knowledge of Ontario's higher education funding framework, tuition fees, ancillary fees and provincial budgets;
- Experienced in managing teams, including working collaboratively with a wide variety of stakeholders and an ability to communicate technical and complex messages clearly; and
- Ability to work fluently (verbal and written) in both official languages, French and English, is required.
The official University hours of operation shall be from 9:00 a.m. to 4:30 p.m., Monday through Friday, during, and including, the months from September to April, and from 8:30 a.m. to 4:00 p.m Monday through Friday during and including May to August., amounting to thirty-three and three-quarter (33.75) hours per week.
